Retrieval relevance hardening
Keep every map on-topic: a token-budget-paced embedding pipeline so the semantic relevance filter always runs (no silent rate-limit fallback), plus better domain detection and disambiguation for ambiguous seeds (e.g. "phenomenology", "attention") and finer cluster granularity.
